There is a quote from Berkett from the summer of 09 that pretty much says that is what they will be doing with Cable in the future. This was before Tivo was first announced.

Its saddening Windows Media Center has been able to do this for years but due to the fact Sky & Telewest/NTL/VM want to sell/rent STBs, premium TV is crippled on it.

I think you might find it's more to do with the content rights holders.

Or the non-adoption of CableCARD that allows the content providers the decision over the DRM on their content on a per-show basis.

We're a bit OT, but if you've ever hung around TGB the epic fails that most people 'enjoyed' getting Cablecards issued, paired and actually working then you'll know that it's not exactly a perfect solution. And HTPC's are not the panacea that people make them out to be - speaking from experience!
In general, the locked down state of anything that has any form of conditional access gets on my nerves. I think this new 'access gateway' concept the FCC are touting sounds fantastic, but I'm not holding my breath :/
