press start and in the search bar type "cmd" then when the box comes up type ping xilo.net or ping google.co.uk e.t.c

Correct. Because of the way DOCSIS cable works, anything under 4-5 ms is pretty much impossible.
It doesn't matter how close the server is. You will never get a ping of "microseconds" on cable. Ever.
Those pings of <1ms in Sweden will have been on fibre, not HFC.
Web based pingtest apps are retarded and useless. Anyone with half a clue about networking knows this. Nothing new to see here, move along now.

Do a ping to the cableforum.co.uk website, I presume that they only have 1 server, in 1 location compared to large sites like bbc e.t.c that will have load balancing over different servers.
