Must be a new definition of " most of the public" I hadn't come across before.
You are, of course, entitled to your own opinions - you are not entitled to your own facts.....

The freeview HD numbers will exceed both Sky and VM over time , nearly all new sets have this now plus Freeview HD STB.

And this is where Tivo whishlists show how brilliant they are. Add any of the above shows you're interested in to a whishlist now and then sit back and relax and any shows that do air in the UK will get automatically recorded. No more trawling the web to see if they will get picked up in the UK and which channel they will be on and when.

Assuming they are aired on a channel you have access to, and are not snapped up on an 'exclusive' basis elsewhere......

If we assume that freeview is the combined total of Sky and VM, that makes the grand total to be 10.4 million. Using these figures, about 16/17% of the population have HD.

True, if your assumption regarding Freeview numbers is correct, and that each subscriber lives on their own, rather than their being approx 25 million households in the UK.....

Re: Coming Soon to Virgin TV (2011) Vol. II.
Try reading the post above yours - 10 million households out of 25 million = 40%.
Whilst a minority, not "very much" of one....

Don't forget there will also be those who access HD content through Blu-ray but do not yet have an HD Set top box for TV.
