Can I give a Superhub to a friend?
Because of a Virgin cock-up two Superhubs arrived instead of one. When I rang up to tell them they said 'Just keep it'.
So what can I do with it? I wonder if I could give it to a neighbour who is still on 10MB. Would it work?

.. no technical reason why it would work. The inventory allows the modem to be added to an account in that area, it has nothing to do with service.
A modem is assigned to a billing occurrence within the billing platform and that updates the provisioning side of things.
As its in the same area, technically it could be added to your neighbours account and provisioned, (removing their current modem) but I don't know if tech support are allowed to do that.

All CPE can now work in ALL areas, I can use s London box in Glasgow etc

Thinking about that, I don't think its true.
A modem can be moved regions, but it wont automatically work in all regions. Unless something has changed in the last week.

But the modem has never been assigned to a region, it's never been hit. I can use my modems anywhere

That's not how a modem is assigned to a region.
A hit has nothing to do with adding modems to inventory or accounts, (billing side) a hit will take what's in the billing account and provision it.
You add the modem to the inventory, assign it to a tech ID, add it to the account.
Setup the service the customer wants, then hit it.

Anyway, the extra modem for me is a waste of VM's stock and costs.
So I would give the modem to the neighbour and ask them to call up quick start. Tell them they have a new modem and see if it works.
As VM have told you to keep it, you are in fact doing them a favour by giving it to your neighbour as it is future proofing their connection.
Someone might be along to say this isn't process, but I'd give it ago, at worst its a wasted phone call and at best its a free upgrade for your friend and the cost of a hub saved for VM.

If the Superhub MAC address is not listed on the OP's account as per normal then it may be possible to add the modem to the neighbours account, no guarantee though.

Maybe the neighbours wifi signal is too strong so he is giving him a superhub so he gets less interference

My neighbour only has a modem (no wireless) so a Superhub will give him an extra capability. If any hubs cause a problem it would be the BT ones. They do seem to have an extraordinary range.

Going off a lot of the posts here, why would anyone?
We're holding off upgrading to 100Meg because of this, we dont want to rise losing hte rock solid 50meg we have at the moment
