I think it's because they abstained from the resolution so to now say it was 'unacceptable' strikes as rather odd.

Kidding aside, I think the "split" is staged - a carefully choreographed attempt to affirm Medvedev's authority and independance from Putin.

I think it's more a slap on the wrist to remind Putin he is ONLY Prime Minister not President anymore.A case of territory marking.

But we will see if Putin replies..
