ip adresses are dynamic, they change evey time you connect.
telford was on 30, then 100, then 30, now 100 again. every time he has changed, his modem will have re-established a connection, and a new ip address given

No, they are sticky. They change either whenever a customer changes CPE MAC address, changes DHCP scope via a resegmentation or config change, when DHCP server is reloaded or otherwise its table cleared, or a client is offline for long enough for their old lease to be taken by another subscriber.
He'll have the same IP address on 30Mbps as 100Mbps.

Sounds like it's not relevant, but what I'm really trying to do is get evidence - lots of you in this thread seem sure the OP is some sort of troll, wind-up merchant or general time-waster. I want to see what we can establish for certain rather than by innuendo or resorting to LOLcat-style interweb cartoons.

Hmmmm I smell something and it ain't pretty.
Is it actually possible to get 100 then downgrade to 30 the next day and then back to 100 a couple of hours later? Do our systems really work that fast and surely he would be tied to a contract by now if anything he says is actually true?

You could certainly downgrade from 100Mbit to 30Mbit, but as far as I'm aware going back up again is an install tech appointment only

Correct Ben, 100Mb shouldn't be a tier change but a manned install only during this rollout phase. Although theres nothing to stop a 100Mb tier change if the customer has the correct equipment, although if the customer had issues and downgraded to 30 then why would CS/CR change back to 100Mb without a tech roll?
And how did an engineer fix it so quickly? Surely a callout would be 24-48 hours minimum?
Trollz be lurkin here.... screenshots of a mates connection that he is flashing as his own? Or maybe he has 100Mb but just wants to chat about it? Either way, we had screenshots of speed tests of 100Mb but no evidence of the so called fluctuating speed...
