That's right, the only thing I can see there is the downstream power level on the high side.

The only thing that can be done is ring it in to get a tech out or get your own forward path attenuator (6dB) from Maplins which may or may not fix the problem.

It will bring the power levels to within spec but it won't solve any other problem there may be.

As I don't have one I can't really answer that. I am biased as I do not think ISP's should force hardware on a customer except the modem needed for the initial connection.

That said look at the post here and make your own mind up.
