Is that a reasonable amount as it seems low?

Re: 300kb upload on XL BB?
It's been rumoured VM have deliberately been doing this in some areas as an extreme congestion control measure.
But you've not said what you were doing when you came to that 300kb figure or how you tested it, so I don't know what's causing it for you.

Re: 300kb upload on XL BB?
In reply to your Pingtest above, are you using the SuperHub?
and if so, disabling the following may improve line quality:
- port scan protection
- firewall features
- ip flood detection
They can be found by doing the following steps:
Go to http://192.168.100.1
Logging in (details can be found on side of SuperHub, if not changed)
Advanced settings (link is at bottom)
and then Services, which is found under Content Filtering on the left sidebar.
Hope this helps

Re: 300kb upload on XL BB?
Any chance of your modem stats? Enter 192.168.100.1 into your browser, if asked for user and pass it's root for both.
Copy and paste your downstream and upstream.
