Hmmm - as a user on XL, having to pay upfront £189 for a box I will never own seems rather steep to me !
It is certainly looking like keeping my old box going for the forseeable future. I cant justify that sort of expense on basically just an upgrade
(my price based on me having a discounted "loyalty" deduction.)
If however, I have misread this and will infact get it for nothing

I was thinking much the same but there is no mention about the attached contract length yet and it is skewed towards the more valuable subscribers so maybe it's an incentive to upgrade for some lower tier customers to get free kit.

Upsell.
A VIP customer is giving them over a grand a year in subs.
The cost of the box is pretty insignificant if by offering them they can significantly raise ARPU.
You have to look at it from a business point of view, when you get an STB it doesn't actually cost VM anything, they don't "lose" money on it. When they buy in the boxes the cost of them goes from free cash flow into assets. If each box costs £400 they lose £400 of cash, but gain a £400 asset. That asset is then depreciated across the life expectancy of the box (which will be at least 10 years), so as long as they make more money from you than the box loses in value they can give it you for free and it's still good for the balance sheets.

How much would I save if i upgraded to XL Triple. As Im currently on XL TV L Broadband and M Phone.
Oh and I cant beleive I have to pay up to £200 for being on XL..We dont get discounts on XL AND NOW THIS  - First I have to fork out to pay £29.50 for Sky Sports and HD and now this

does this mean you can't get this on M ? I am on that and have a V+ box but seems I can't upgrade to TIVO without taking out a dearer package

Mmmmm I'm on XL TV, XL Phone and 10meg BB. If I upgrade to 20meg BB do I qualify for free install, set up and 12 months wavered?
I certainly won't be paying all those up front fees.

Yeah, if you're on VIP or Triple XL.
Otherwise, an existing XL customer pays the same as new customers joining from Sky or Freeview.
Speaking of which, how can VM tell if someone is joining from Sky or Freeview?

That would normally be someone who hasn't had Virgin before, ie not currently a Virgin customer.

But how can VM tell the difference between someone joining from say, Freeview, and an new Digital TV customer who has to pay more?
What's stopping an non-digital TV user from from 'borrowing' a Freeview box and paying VM £50 less for the set-up fee?
New Customers
(Joining from Sky/Freeview) Set-up fee £149 - Install fee £40 - Monthly fee £3/pm
(new to Digital TV) Set-up fee £199 - Install fee £40 - Monthly fee £3/pm
Or, more to the point - why are existing Digital TV customers paying less then those new to Digital TV? What difference does it make to VM if a new customer has Sky/Freeview or not?
And what about FreeSat customers?

Awww man that sucks.
I've got 2 separate accounts home one, then works one.
Home one is: XL TV, Sky Sports and Movies, 2 HD premium on both boxes, Multi room, 2 V+ boxes.
Work is: 50meg BB, M telephone.
Will be a shame if I have to pay for the box, set up and monthly fee. XL TV doesn't seem very discounted to me.
