In these days of digital (for better or worse), I legally recording a lot of TV would not bother recording non-digital to e.g. PC unless it was e.g. one of my rare otherwise-unobtainable VCR analogue tapes.
It is still possible to buy very cheaply new a fine stereo VCR, with SCART socketry, and to record legally when setup properly from V+ to VCR. One can then record from VCR analogue-wise via SCART to SCART in TV-video grabber to e.g. PC. And then edit/process recordings.
Good luck with your choice - ideally, ask in real shop from real person with real useful experience.
Currently we use Hauppauge TV USB stick into Win XP-Vista-Win 7 32 and 64 bit, and MSI analogue-TV thingie into XP. Apart from Topfield PVR transferring recordings via USB into PCs ....
Good luck in effecting solution that is right for you - we often need mpg stuff on computer-VCDrw-SVCDrw-DVDrw to use until we can legally buy e.g. official DVD etc.
