There are no FREE to AIR channels on Virgin Media boxes, the M subscription comes free with a phone line but they are still encrypted

they will be left with some free channels. BBC ITV 4 5 BBC3 E4 I think and a few others though. Not even full freeview package though

If it wasn't legit, it would have been taken down by the government.
Which isn't true as it has been running for many years
AFAIK, NTHell was the original name of Cable Forum before it was changed.

Edit:
If you take a butchers over at http://www.nthellworld.co.uk/home.php you will see that is the same as Cable Forum apart from the colour scheme until you click on the topic.
