Is there a free phone number to contact virgin on with a non vm phone line?.

Even if that works they may not have the facility to transfer you to the department you require or they may just tell you to hang up and redial the the 0845 number.

Before I got my Virgin phone it worked every time for me.

There are quite a few 0800 numbers to VM. Take a look on

http://www.saynoto0870.com

If you can't get to the service you want on one number (may not transfer you as Moldova suggests) then you have plenty of others to try.
