Can't report a fault about landline?

Hello,
I just wanted to ask on behalf of my mother (she lives in the Midlands) and for quite awhile she has had a crackling noise on her landline. We've tried getting a new phone thinking the fault lay there but it hasn't fixed it. Sometimes the noise is so loud you can barely here anyones voice.
She tried calling ntl customer services who gave her a number to call but the number just has a long tone at the end...she then rang technical support I think, and they gave her the same number as before, and still it has the long tone and no ringing tone.
She wasn't sure quite what to do so I thought I'd ask for your advice.
What can she do next?

Hi,

You haven't said which number your mother is calling, but this needs to be reported to the appropriate Fault Management Centre. Your mother should be calling 0800 052 2000 (8am-8pm Mon-Fri, 9am-5pm Sat), and choosing the Faults option (normally option 2), then the Telephone option (normally 4).
