What's wrong with my SMT-2100C

I bought a Samsung SMT-2100C, and the videio quality is fine, but picture position and overlap on screen is the issue.
Is anybody can tell me what's wrong with it ?

Yep call out a Virgin media engineer to replace it with one that is legal instead of one that is chipped
