Black border around desktop after re installation of Vista

Hey guys, I have 2 problems:

1) although my desktop is stretched to take advantage of full screen, it has a thin black boarder round it.

2) the text is blurry on the screen

I have installed

The latest 9.2 Catalyst Drivers
My monitor Drivers from ViewSonic
I have set it to the max res as suggested which is 1920 x 1080

I dont get this problem at lower resolutions, but would like my minitor to be at 1920x 1080

Quick Update, I have reconnected via DVI and the display is now full screen, but when Windows Starts, its almost like it starts dark and thgen the monitor gets brighter, any tips as this has me stumped?

reconnected now via HDMI, problem has come back, so possably a faulty cable?

fixed, had to muck about with the scaling option in the ATi Catalyst Control Panel

Ok its not fixed as I thought it was, although I have solved the black boarder, Im getting blurry text now not just in Windows but things like iTunes, Google Chrome and IE. Anyone know how I can correct it. I have tried changing resolutions, using cleartype etc, but it doesn't make a difference I have an ATi Radeon HD4850 if that helps, incase there is something in the catalyst control panel I can adjust
