Strange AV noise
Specs
C2D 6750 @ 3.4
4gb DDR2
Asus P5B (latest bios)
Xpert Vision 9800gt
1x640gb + 320gb + 160gb
Pioneer DVD R\RW
O\B sound
XP home sp3\Vista64 ultimate
Problem
When playing back an avi\mkv file (this is where I first noticed the problem) if I use win explorer or FF\IE or anything that requires me to either scroll with the mouse or use a scroll bar the AV playback stutters and there is a static type of sound through the speakers.
This doesnt happen if there is no AV playback.
Actually just checking it happens if there is any audio playback regardless of source. But here's the strange bit. If I have a browser\explorer window open full screen the noise is louder, if I make the window narrower the noise is less.
This happens under both OS's and they are on seperate drives.
The only thing I have thought of trying is another soundcard.
Any idea's?

Yup any audio regardless of source has this problem, but if no playback is in use then there is no problem.
Just installed a Creative Audigy and the same problem is still happening.

Is this a new PCI soundcard you have added ? If so make sure you have put it on a PCI slot that does not share anything else with the motherboard. Check your motherboard manual.

Yes the card was a new install yesterday evening.
It is actually more prominent with the creative sound card than the on board sound. But not only does this happen then I scroll using the mouse or scroll bar on the window it also happens when the window is re-sized by dragging the window smaller\larger. Any audio playback gets a static chopping sound (hard to explain) and any video output has the picture as well as the audio stutter.
This machine has been put together over a long period and nothing has been changed hardware wise apart from September when I added a 9800gt and in December when I added a SATA caddy. Everything was ok until around a month ago when I noticed this problem, never happened before.
No BIOS settings have been changed (only boot sequence altered & I even changed that back just to discount something)

Problem solved 
Blinkin CCCP codec pac, got rid of it in both OS's, re-installed k-lite, jobs a goodun.

Your right, its crap when a post disappears from the face of the planet never to be seen with a solution.
Thing is I should have known it would be something so easy but I never put it down to software as it was on 2 completely different OS's and it seemed quite unlikely that a software prob could manifest itself as it did. I was sure it would be a HW problem, at least I got a better & higher rated PSU for my troubles.
