Network traffic monitor/regulator?

My mate's looking for a (preferably free) app that will show him on his XP machine how much bandwidth the other PC's on his home network are using, and be able to throttle the d/l speed to a specific machine.

Anyone have any recommendations?

I don;t think you;ll find a free app to do that....

Some routers will allow you to monitor remotely and put in place limits, I used to use Kerio winroute that would let me do the same as well as being a router, firewall...but it's not cheap and needs to run on it's own PC. I only used it as I had a left over licence from a company that went bust...
