1.3mb/s is about 10.4 Meg - which is certainly not bad! There are lots of bottlenecks other than Virgin and it's more likely to be at their end.

I wouldn't complain to much at that!

Now all you have to do is hit the 5mb cap and be slowed down to a crawl
