Speaking of Doctor Who...mine's a screen cap from S3, ep 12, The Sound of Drums: namely, the Citadel of the Time Lords. I thought it was such a striking image it deserved to be a desktop, so...

its just a gadget on vista sidebar (which you can run on xp if you so desire )
the bars could possibly be something like RKlauncher

The stuff along the bottom is object dock (Plus in this case) Standard object dock is free
