I think he would have been ok if he had language skills.
The way I see it, if you have money you can get along just fine not knowing the language, money talks.
If he had the language, he could have atleast explained what he was trying to do, and he might have found (some) people sympathetic - but what he did was doomed to fail, from the start, making him an idiot.

The French do historically have a problem with the English going over there and telling them they don't need money. This was usually because the English were looting the place of money at the time.
