well even 11B will give you a top rate of 11Mbit/s real speed, , call it an average of say 8 or 9 on a good link , so its still far short at the reported 4Mbit/s.
iv been thinking about your problem but didnt find the time to check some ideas and reports yet.....
is there a 3rd party firmware you can drop in there to check or even an updated official firmware perhaps?, i didn t even have time to check that option, take a look perhaps, and make sure the MTU is at 1500.
and temp turn off all your security and retest.
it might be the routers CPU is weak and cant keep up the throughput.
you should be seeing at least the 8 to 11 mbit range with it all turned off even if the wireless lan is switching to 11b.

off the top of me edd, you sure the USB is using USB2 as its interface and not the old 11mbit USB1.1?.
but even then, cpu bound USB1.1 would give you better than 4Mbit/s
