All these Network Improvements/Upgrades over & my gaming ping/latency remains totally awful in peak/busy times

I wouldn't say the upgrades and improvements are over. We are only part of the way through the 20Mb roll out across the nation so I'd expect the network to be in a very changeable state for the next month at the very least. All guess work and speculation but I think it reasonable for things to settle down in the weeks after the whole roll-out has been completed as things get tweaked and balanced.

Doubt that you'll see any improvement in ping times even when upgrades finished. Upping bandwidth is like adding more lanes to a motorway, gets more traffic through but the speed limit remains the same.
