Modem or line fault?

Since Friday the lights on the front of my Surfboard 4200 modem have been going bonkers!
VM upgraded my service from 4Mb to 10Mb on Friday. I haven't noticed any particular increase in speed, but the modem lights are flashing all the time. The "send" and "Receive" lights are constantly flashing. I have rebooted the modem but it doesn't appear to make any difference.
The lights continue to flash even when the PC is switched off! I have looked in the manual that came with the modem, but that is no help either.
Does anyone have any ideas?

Are you modem only, or have you a Set Top Box as well?

It's a modem only, don't have a set-top box.

My line of thought was epg transmissions etc showing on the modem, but hey-ho..

Do ALL the lights flash, or just some? (when the PC is off)

It's one of those nights!
The send, receive and activity lights all flash even when the PC is switched off
