If you put the salt on first, then the vineger will absorb into the salt that has stuck to the chips. Thats assuming the chips are not too greasy and the salt has not soaked the grease first.

so is the vinegar absorbing into the salt a good thing or a bad?
I have traditionally gone for the vinegar first, then salt and then pepper should the latter commodity be available - preferably white pepper from a pepper pot with debatable amount of holes in the top of it

Given this post is under the Internet section, if you put either salt or vinegar on your chips, they're not likely to work anymore - they should be kept in a cool, dry and static-free environment...
