Choosing to do so near a high-security area with white vans is a bit weird. Other explanations I've heard are diesel theft or cigarette smuggling, but again why in such a high risk area? 
I assume the police soon realised that they're not the brightest sparks in the land so are happy to release them.

i've got it,the yanks are smuggling cigs, nylons , chocolate,and possibly spam the british side just got caught
