Unfortunately all the web (and client based) speed tests are potentially inconsistent/inaccurate which is why SamKnows developed hardware based test suite that is used by major UK (and other Worldwide) ISP's, OfCom to produce (within 95% confidence) comparative of "end user" averages by Speed Tier(and other performance metrics) and ISP.
FWIW, here's 2 Brighton users Downstream results(by hour) for Vivid200 tier from 1October2015 to current date of posting:

You can derive many reports along with monthly averages and compare these with SK/VM published UK average results each month:

Obviously these 2 reports only represent a trivially small proportion of the samples that relates to the SK/VM/OfCom stats.

I have had the same cable to the house since Jones Cable, precursor to Bell Cablemedia, and I am getting 200Mb/s (occasionally dropping to 160-170).
Hopefully, you will get your problem sorted soon.

No there are no speed tests available to users to test the network. You can only test your own connection, nothing else. The network impacts on your connection, obviously, but you cannot test 'the network'.
If you're running a bunch of speed tests at the same time this may go some way towards explaining the results of the tests.
As would your use of Which as a baseline.
Pretty good given my connection is ~64Mb/s down and 19Mb/s up.

I do hope the OP is willing to come back and eat humble pie once a tech has been out to sort out his power levels.
Ranting on about service when there is a known power level problem does nothing.

You realise the "SamKnows hardware based test suite" is literally a web and client based speed test running on a very slow Linux computer right?

The Virgin chap came, said he had know idea why he was here. took a test and left.
Virgins help line said he was only looking.
Previously their help line said change your hub to computer cable from CAT5 To CAT6 which was promptly done. (no effect as we don't get the connection speed)
Yet they insist that the 20+ year bits to the Hub are all OK when they installed the Hub they never even changed the bit in the house.
One suspects Virgin are just Lazy or running a VW Scam.
Are they advertising there network speed or customer connectionspeed.
Also there sugest speed recording app only recorded into the low 20 today, all a bit fishy.
