Well Ive fixed my Issues with Youtube HTML5 lack of buffering I tried the New browser updates from Non google companies.
Went back to firefox and er it worked.. on the same old 1080p video... as before and boom maxed out the Wifi G..
So swapped to another MP4 browser and the same happened.

The Pause command on the HTML5 Players makes no difference now, the buffering continues on all browsers, Just not Chrome and the other browsers reach near max speed and still buffer even on pause.
This is with no other set up changes here, just changed browser...
No changes to super hub, netgear router, just the browser...

Experiencing the same issues using IE9 and IE10, Firefox 16.0.2 and Chrome 25...
Try disabling pre-loading pages setting in chrome and see if that improved it

I get the odd problem streaming on Youtube but most of the time its fine.

I just posted on a youtube forum asking why videos are now starting in 240p everytime, could it be linked this this buffereing issue. I've had the odd issue with buffering on 20meg but I don't really watch many vids in HD.

if you're with Virgin Media then yes, as the problem is not with youtube, the problem lies with Virgin Media as on other ISPs there are little or no buffering problems.
