We need one of Wisconsin or Iowa plus one of Florida and Ohio to declare for Obama for a projection to be made at 4am. We won't have a projection at 4am.

BTW for state projections I am just using CNN. I have heard some networks calling other states but I prefer to go with the one that's being more conservative...

American's cover their elections very well. They know their country better than we do too. The BBC just tells us stuff we already know.
