if eg. divide by 30 that would be if everyone is using all possible bandwidth at once (unlikely).
Whilst I took craig's comment as that the actual bandwidth needed for what people are using divided by 4 as a joke to justify VMs downstream congestion.
So yes whilst every consumer isp will be providing less bandwidth than 1:1 contention ratio the good ones will try to make it appear as 1:1 and provide enough so isnt any visible congestion. Due to the small size of the shared pipes on VM it isnt viable for them to work on the same model as xDSL isp's.
