As Hugh points out. There may be more to the story, the only side we have is from the guy accused and the papers spin. Both of which would be inclined to make it sound as absurd as possible. We'll see.

As Mr A's screen print shows, the guy is a bit of a dick (re the typo comment).
I wonder (and only wonder, not accusing) if he made a similar comment as the the complainants were passing?

Police said the passer-by claimed he was then "subjected to racial abuse".
I'm assuming from the BBC report that the "then" refers to the time after he had complained about the song.
That would make sense.
Given that Mr Ledger removed comments made on his facebook page prior to his arrest some five hours after the incident, and the tone of his announcement of his having done so, I think we can see that there actually is a story here.

Well me and my mum are due to be locked up then.
We bought a deluxe bird feeder, that has 5 types of feed and a tray we put seed into. Both pigeons and squrriels eat from it.
PC gone mad and last seen been taken away by men in white coats to a lovely room with padded wallpaper.

In fairness, the bird feeding charge may be justified if there's a large pidgeon population that leave their droppings on neighbours' properties, and it may well be that the ladies have been asked to refrain from feeding the pidgeons. Not saying this is the case, but it's a possibility.
