Skype is available to all 3 customers not just 3pay.
If it is shutdown, 3 will need to find a replacement such as Vonage or Sipgate.
But if there is a cost to provide the new service, then it leaves a lot of disappointed people, or a company that is no longer able to meet it's liabilities and goes into receivership of course.

in fact I think interest in this service is low anyway, so wouldn't effect to many customers and because its a free service, 3 dont have to pay compensation to customers.
