Only if it was the minor who signed contract. I don't believe that there is any law which states that a 14/15 year old cannot pick up the phone and act upon the behalf of their parent.

How did you manage to downgrade?
The reason I ask is because the ad in my paper says "only available to new customers or exsisting non telephone customers"
