variable DL and UL speeds and power levels
VM Cable 30Mbit tier
Ethernet connection
Up until Dec 31 2013 I was getting a solid 32Mbit - 33Mbit solid but since Jan 2014 I have been having large variations in DL speeds between 10Mbit and 33Mbit.
How are my power levels

i was referring more to the formatting of the post (a tad lengthy), but yes, it is a VM issue.

Sorry about the formatting of the post.
I do not know how to show the modem power levels, I have seen others put up their results and they are nicely formatted.
How do they do it?

I phoned VM 151 about 09:00 and was put through to the India centre and ended up speaking to Franky or similar name and he said he would change the frequency what good that would do as I told him I was Ethernet connection, and think he was grasping at straws as changing the frequency would only affect Wi-Fi.
This evening I call again and got though to James in the Scotland centre and he checked the net work and verified it was over 90% utilisation as I suspected and he would sorted out in the next month.
I wish all agents were as helpful as he was.
