I think the letter is for someone who had a BT line and was using BT as an ISP. who then migrated to another ISP using the same BT line.
it's supposed to mean that your connection used for BT broadband has been cancelled. (which you know, and this is just a confirmation of that)
but it's worded almost as if it's to scare you into changing your mind as it sounds like the line (both voice and broadband) is being disconnected by BT for you changing ISP.
