Difference between USA and UK?

UK thinks that it has power in the world, it doesn't. Just review any government statement on world events nobody takes any notice.

The Prime minister has power to do many things such as that, they used such powers during covid for emergency procurement. He just doesn't, because he doesn't actually want the issue solved.

What powers exactly did they use during covid ?

Pretty much all the measures I recall had to be approved by parliament, which of course they did.

Dominic Cummings recalls Boris having to go to each department and tell them they are allowed to bypass the procurement procedures.

That is just one example but the Prime Minister is allowed to invoke various powers on behalf of the King and is probably less constrained than the US president in many ways.
