Groups who work with the victims of cyber-stalking say efforts to tackle the problem are being delayed because Internet Service Providers (ISPs) will not take action.
The 'Network for Surviving Stalking' says the police, the home office and the crown prosecution service are all doing their best but service providers are not fulfilling their moral responsibility.
The ISPs say there is little more they can do.
Can more be done?Are ISPs ducking out of the issue or do the authorities concerned with chasing online stalkers have too high an expectation?
