Can more be done?Are ISPs ducking out of the issue or do the authorities concerned with chasing online stalkers have too high an expectation?

There's no profit in it for the ISP so they do not want to know.

Turning over thousands of names and addresses of user IP's supplied by various dubious Law Firms for a handsome fee is a different matter.
