i,m supposed to be on speed upto 20 meg i think i've only ever been upto 17 and just tested it and only 9 what.s going on , what determines the speed? and is there any way to change it,

Many things - how many people are sharing the resource in any given area can be a big influence for some people ......

is there any way to change it?

If you are in an heavily contended area, then use the facility that phoning in poor performance as a problem will soon become cheaper - hopefully enough people phoning may help them plan upgrades ?????
