For some reason I suspect a lot of people would be calmed if they heard such an excuse given for a delay! First of all it's funny, people can relate to it and being given a proper reason that cannot be foreseen is better than the generic delays that seem to occur every week (signal problems, overhead wire problems, etc)!
What winds me up is the automated announcements that apologise for each delay. It's horribly robotic and it's meaning is lost when it's so impersonal and occurs all the time. You're not 'sorry', if you were then you would have these delays less frequently.
