NTL 250 modem fault?

NTL 250 modem fault?

My modem ntl 250 seems to have developed a fault, the recv light is constantly flashing even when the computer is turned off.
Other than the recv light fllashing I seem to have a normal internet connection, I spoke to faults yesterday and was informed that this flashing is normal even without an ethernet cable connected.

is this flashing ok or do i have a fault?.
