Internet Connection Sharing (ICS) isn't something I've actually used. You do need to run it first on the master computer (the one with 2 network connections) and that computer must then remain on whenever you want the second computer to access the internet. You also need to run it on the second computer. Make sure both computers are in the same workgroup.

Have a check on the firewall on the main computer, it might be blocking it.

If you have to put an IP in the gateway space it I think it would be the network card connected to the modem.
