No they don’t, because technically, you aren’t buying it in Wales, (or Scotland), you are buying from ‘an entity’ with no presence there.
Hypothetically if you lived in Wales (close to the English border to make it worth while), popped across, loaded up your car boot with gin and then drove back - you are not going to be stopped and made to pay the difference.
Similarly order from Amazon, the actual ‘purchase’ might be legally in Dublin, or London, or Norwich, just the delivery is somewhere in Cardiff. And the rules state that the ‘purchase’ has to be made in Wales.
