Funding the BBC? The obsolete licence already does that. I won't pay to fund a service I never use. I think that figure of 2% for people without TVs has increased - and will increase further if this madness goes ahead. They'll be shooting themselves in the foot.
Can you get Internet access via another country? If you can, said country is going to have a lot more business.

You may not have fully thought this through - how do you get a connection from your home to another country, to have access via the other country?
