The list doesn’t claim to be a record of public declarations - only verified ones. Verification can come from nefarious grasses and other third parties, not only from the individual named.
The spreadsheet includes this, in a green box on the right:

Anonymous MPs: Whips, party board members and 1922 chairmen who have to remain publicly neutral though have a vote. Guido has verified all these names to be true.

Whittaker isn’t actually saying he isn’t backing Boris, he’s saying he hasn’t told Guido that. He appears to be asking for an apology for being ‘outed’ on the basis that he’s on the committee so should be publicly neutral. I doubt he’ll get one - Guido hasn’t broken the editors code. Sometimes you can’t get a comment from the subject of an article, and there’s no law that says you have to (though of course you should try).

The Boris backers represent the Utterly Tone Deaf Group of Tory MPs, chairman the Rt Hon Jacob Rees-Mogg MP.
52 of them is astonishingly bad in itself, if it gets anywhere near 100 you would have to wonder whether they’re even fully functioning members of the human race.
