If the BBC were to do this, they'd still need to broadcast multiple copies of the HD channel,
as well as the existing multiple SD channels. This is what costs.
I suppose in theory the STB could do the switching at the appropriate times by retuning to the local SD channel (in a similar way to how the STB retunes to the off-air slate on the part-time channels), but that would require substantial software and system development by VM.
