Doesn't strike me as a scam as people are getting refunds.

I would imagine that roomsnet don't make the bookings directly, but act as an agent for other companies that actually do make the bookings (their suppliers as mentioned in the above email), which often happens with smaller travel agencies for instance.
Some of the "suppliers" and roomsnet disagreed on new terms and conditions (who knows? perhaps with the exchange rates recently either roomsnet or the suppliers wanted a better deal) and so cancelled the bookings just before, possibly in a two finger salute to roomsnet.
Same thing could happen with Thomas Cook or First Choice, although less likely simply because they're a bigger company and bulk book, but potentially you could have a holiday booked at one hotel only to arrive and be told by the rep that the hotel has cancelled all bookings. The difference is they're more likely to have other stock in the area, and you've got a rep you're paying for to sort the issue out.
