The Maastricht treaty does not, AFAIK, remove a countries right to stop people leaving the country if they want to. If it did allow total freedom throughout europe, as you are implying, we would not be allowed to imprison anyone.

Football hooligans can be banned from travelling overseas. Gary Glitter can't travel overseas. People with unpaid fines can be stopped as well.
