They're looking at neglect charges because he took 2 years to get external help for her.
I guess it's a bit like someone knowing their partner is anorexic but not forcing them to get help for 2 years, then facing charges.
I presume he gave her food and water though. Not sure if you could charge someone for it though, since it was her own free will.
