You really will have to take something for that depression, jfman.
I have given you the information, and you still scoff. So we know the score.

However, the BBC said it would need the co-operation of the whole broadcasting industry to get the system up and running.

As we both know that’s a big ask. Even Sky and BT, two of the players in the UK market seem to be struggling with the monumental task of putting an app on a Youview box from “early 2019”.

Well, it has to be done and all the streamers will benefit. There is no reason for all the players not to want to do their bit to get this show on the road.
I agree, this is by no means an easy task, but it will get done.

Re: Football on Virgin Media (Season 18/19)
However not all streamers will benefit - only those dabbling in live content which is a small subset of them. Even then, how many will want to put up any money for investment in this unknown technology is questionable (e.g. they could sit back and wait for someone else to do it).
Will it ever make it out the lab into the real world, much like DVB-C2?
The fact it will require a lot of collaboration and has a reasonable mid-long term deployment date (2022) would leave me very concerned about it's viability. Especially when it was essentially the BBC Research Department giving the BBC a defensive line to criticism it was receiving at the time.

Re: Football on Virgin Media (Season 18/19)
BBCi-Player will make its weekend edition of 'Match of the Day' available earlier on its platform in future. So if you miss Saturday's broadcast, you can now watch it on Sunday.

Well the bad news is it looks like an interim arrangement.

A streamer could make money from this, if it was viable for Sky why can't anyone else make money from it?
There will be technical reasons for this. A streamer could blow Sky or anyone else out the water at a time and place of their choosing.... deep pockets... etc.
Does that work?
