Can an ISO be run to install an application?

Not directly (unless you have special software that can open it).
An ISO file is an image of a CD/DVD, and you would normally have to burn it to a blank, then use that.

Thanks so what I need is a ROM burner such as Nero.
I am only going need it once so is there freeware burner?

Use an app like PowerISO, then mount the ISO image to a virtual drive and use as normal. No burning to disks etc.

either mount the iso so you can browse to it, or burn it, cdburnerxp is free and still great as a burner

Use magic disc to mount and install. No need to burn to cd/DVD.

To repeat (as per my link above).
If you have Windows 8 or above, you dont appear to need any special software to read them (or burn them) - its built into windows.
On Windows 7 you can "unzip" them (like a zip file) using 7-Zip (which is free).

Pity you didn't say that in the beginning.
In that case you will need to either burn it to disc or create a bootable usb drive.
Use Rufus to create a bootable usb drive if you donn't want to burn to disc.

i.e. will it run & install from a DVD drive?
no idea what Creation software can do so no idea if 'create bootable disc' is an option?

It still needs to be bootable so when you put the DVD in the drive and turn on the pc it'll load the DVD and start the Windows 10 installation routine.
